The California Coastal Act of 1976 (Coastal Act) establishes goals and policies to preserve natural resources, ensure public access, and guide development within a designated Coastal Zone along California’s coastline.
The Act requires all local governments within the Coastal Zone to prepare a Local Coastal Program (LCP) outlining future development, identifying where public access and urbanization will occur, and specifying how sensitive species, habitats, open space, and recreational areas will be protected.
The City of Santa Barbara’s Coastal Zone is divided into two areas: the City Segment and the Airport Segment. The 857-acre Airport Segment is entirely publicly owned by the City. Approximately 568 acres support aviation-dependent uses, while the remaining 386 acres are primarily coastal wetland estuarine habitat known as the Goleta Slough.
The Coastal Act requires that the LCP consist of two main components: a Land Use Plan (policy document) and an Implementation Plan (generally a zoning ordinance). The Coastal Land Use Plan analyzes land uses within the Coastal Zone and establishes coastal access policies, resource protection measures, and development standards. Title 29 (Airport Zoning Ordinance) and Title 29 (Coastal Zoning) are the Implementation Plan for the Airport and Goleta Slough Area that establishes development standards related to coastal access and resource protection.
In 2023, a comprehensive update to the Airport and Goleta Slough Local Coastal Plan (LCP) was started. It is anticipated that this update will be submitted to the Coastal Commission for review in 2026.
