The Santa Barbara Airport currently has two FBO's (Fixed Based Operators): Atlantic Aviation and Signature Flight Support. These FBO's provide management services to the general aviation community and provide fueling services to the general, charter, and commercial aviation industries. The FBO redevelopment project aims to redefine the property boundaries of these services while considering the growth of future SBA facilities. 

Currently, a formal Request for Proposals (RFP) solicitation process will determine the selection of potentially new FBOs for the newly redeveloped lease agreement with SBA. Due to a divergence in existing lease expiration dates associated with the East FBO Site, SBA has reevaluated the issuance date and intends to postpone the FBO RFP until the 2nd quarter of the City’s 2027 Fiscal year (October 1-December 31, 2026).

During the 4th quarter of FY 2026 (April 1 – June 30, 2026), SBA intends to issue, as a first phase of the FBO selection process, a Request for Qualifications (RFQ) for Fixed Based Operator.
