The City of Santa Barbara assures that no person shall on the grounds of race, color, national origin, sex, creed, or age, as provided by Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, Section 520 of the Airport and Airway Improvement Act of 1982, and related authorities, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity that receives U.S. Department of Transportation funding.  Title VI also prohibits retaliation for asserting or otherwise participating in claims of discrimination.

Community Participation Plan

The purpose of the Community Participation Plan is to ensure that stakeholders or communities affected by Santa Barbara Airport projects or operations can be informed and participate and have their input thoughtfully considered in the key stages during airport planning efforts, regardless of their race, color, national origin, sex, sexual orientation, gender identity, creed, age, or disability. This plan is provided in accordance with Title VI of the Civil Rights Act of 1964 and related authorities. 

Discrimination Complaint Procedures

These procedures are for complaints of discrimination, other than employment discrimination, by  Santa Barbara Airport (SBA). They apply to discrimination by airport employees, contractors, concessionaires, lessees, or tenants of SBA facilities based upon disability, including but not necessarily limited to complaints under the Americans with Disabilities Act Section 504. They cover any program or activity administered by SBA.

Any person, or his or her representative, who feels that he or she or any specific class of persons has been subjected to discrimination or based on their disability has the right to file a complaint with the Airport. These procedures do not deny or limit the right of a complainant to file a formal complaint with an outside agency, such as the U.S. Department of Transportation or Federal Aviation Administration, or to seek private legal counsel regarding discrimination.
